Marriage Certificate: Prepare your authentic marriage certificate from the Philippines and have it translated into Arabic from an authorized translation office, some of the offices offer a Chamber of Commerce stamped, if they can't you can bring it yourself to the Chamber of Commerce. Parent's IQAMA IDs: Either one of the parents should have a valid iqama ID, in most scenarios, the father's ID will be the first choice to be the principal account of the dependent. If the father is on a visit visa, or not in KSA, the baby should be registered under the IQAMA of the mother.

Civil Affairs Office: The Civil Affairs office is located in Dammam which is the nearest office to my location for birth certificate registration. Visit one of the offices nearest location and submit the following documents. Arabic Translation of Marriage Certificate, Birth Certificate Record from the Hospital, Iqama Copy of Parents, Passport Copy of Parents. Once all documents are submitted it will take only 30 mins to be finished and you'll receive the Birth Certificate Document and bring it to the MOFA office for IQAMA Registration. Note: I found it hard to process the document since I didn't have Arabic personnel with me and when I was in the reception a communication gap was the first barrier, The receptionist asked for my visa when I first came to Saudi 12 years ago, but it is not what it should be, iqama is enough to proceed on the process. Ministry of Foreign Affairs(MOFA): Remember to get an appointment on their website before visiting the MOFA Office, they will never let you in without an appointment. Jawazat: This is a department where you can process the printing of an iqama ID after stamping from the MOFA office. Make sure you know the location of the nearest jawazat office in your location. Before coming through, you have to access your Absher account and make a request for newborn baby registration, make sure you have already taken a passport for the newborn baby from your country, and a picture of the baby.
